Hunter Ceiling Fan Only Has 2 Speeds

The wiring labeling from the original switch to the new switch was not the same.

Hunter ceiling fan only has 2 speeds.

1 2 3 are the fan speed control wires. The first thing to try is to clean and lubricate. The 4 wire switch has markings on one side that shows l 1 2 3. I tried replacing the switch but that had no effect.

Has anyone had this problem before. 3 speed ceiling fan has only one speed.
